While the usual way to disable and enable is through Human Interface Device or HID under Device Manager, if the HID-Compliant touch screen is no longer available in Device Manager, here is the fix. Device Manager show that HID compliant touch screen gray under the Human Interface Device and does not have the option to disable or disable. Checking under the 'about this computer' under settings, it reported No Pen or Touch input available for this display. I am running Window 10 Pro that was upgraded from Window 8. I have a problem with my Lenovo B50-30 Touch laptop. After upgrading to Windows 10, my touchscreen driver was malfunctioned. I tried updating through Device Manager, looking through the web, including through the Lenovo site, and even trying some freeware to update the driver.
Try and update the monitor's driver via the Device Manager. This fixed one of our touchscreen laptops, but it did it via Windows updates. Not sure why it didn't push that to yours.

If these didn't work, I recommend running a third party driver updater, such as SnailSuite.
p.s. did you try an additional check for updates after initially updating and restarting? I've had moments where it says I'm up to date on everything, but I'll check anyway and more will pop up.

Other things to try:
- Restart the computer, given the stability of computers these days, people don't reboot much.
- Clean the display with a soft, clean cloth. Sometimes a dirty screen will disable the touchscreen.
- Click the start button and in the search box type 'Calibrate the screen for pen or touch input'. Choose the top result. In this area click the setup button and follow the instructions.
- Go to 'Control Panel' and then 'Device Manager'. Select the 'Monitors' section and right click on your monitor. Check the information for the touch screen and make sure it is 'enabled'.
- Repeat step 4, but instead choose 'Update driver software' from the right-click menu.

There is a known issue with Windows 8 OEM not being compatible with touch screen devices. Many have suggested updating to a pro version, which is not worth the money.
